I have a solution for you. For a bike rack that can handle the extra torque exerted on the end of a motorhome between a flat-towed vehicle, I recommend the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY64FR. The RV Rider will give you a maximum per-bike weight capacity of 80 pounds, and the cradles move up and down on the vertical mast to support many types of frame styles (which decreases the need of a Swagman Bike Frame Adapter Bar for Electric, Step Through, and Cruiser Bikes # S57FR).

In order for you to have an additional hitch receiver opening to insert the bike rack while having an opening open for the flat-towed vehicle, I recommend the Roadmaster Dual Hitch Receiver Adapter, 10" Drop/Rise # RM-077-10. With this setup, the RV Rider would go into the top receiver, and the towed vehicle would go into the bottom hitch receiver. However, it must be notes that any time you use an adapter, you will decrease the overall weight capacity of your trailer hitch by 50%. I recommend that you make sure that the towing weight and the tongue weight is compatible with your hitch receiver even with the 50% decrease in capacity.
