Why Does The Wheel My 4.80-12 Tire Is On Measure 13" In Diameter?

My tire size says 4.80-12 but it is on a 13” rim. Is this common

It is definitely not common for a 12" tire like your 4.80-12 to be installed on a 13" wheel, but depending on where you measured the wheel it may look like a 13" wheel even though it is truly 12".
If you take a look at the 30 second mark of the included video showing Jeff measuring the Dexstar Steel Mini Mod Trailer Wheel - 12" x 4" Rim - 5 on 4-1/2 - Black # AM20153 you can see that to measure the diameter of the wheel you measure inside to inside of the bead seat, and not the outside edges of the wheel.
If you are measuring from the far edge of the wheel to the far edge of the wheel you will get an inaccurate measurement.
