There sure is!
For a splice in kit you can use the Vehicle Wiring Harness Kit w/ 4-Pole Trailer Connector and Installation Kit # C59496 which includes everything needed to splice into the factory wiring on your 1995 Jeep Grand Cherokee Laredo without the factory towing package.
With that said there are plug in play harness like the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118349 which will not require splicing as it plugs into factory connectors.
