Question:
I have a 2013 Nissan Rogue and would like to install a hitch and get a bike carrier for 2 electric bikes. What carriers would you recommend?

You will need a 2" receiver to get the best selection of bike racks capable of carrying electric bikes, so I recommend going with the etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" # e98846. This hitch is a custom fit for the 2013 Nissan Rogue, so there won't be any drilling required for installation.
For the bike rack I recommend using the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # S94FR which is capable of carrying e-bikes weighing up to 70-lbs each. The E-Spec is relatively light weight compared to similar racks and comes with a hitch lock and locking ratchet arms for the bikes, so it's a great solution to carry your e-bikes. If your e-bikes have aggressive step through frames you'll also need bike frame adapter bars, like the # 64005 to help secure them on the rack.
I've linked some review and installation videos of these parts for you to check out, as well.
