According to Roadmaster, their # 1545-1 Base Plate Kit is compatible with a 2002 and 2004 Honda Accord. I am told that the OEM fog lights will not interfere with the installation, but you can see this yourself by clicking on the instruction link or looking at the photo I provided.
The base plates can be used with a Blue Ox tow bar, with the addition of the # RM-032 adapter.
In addition to the base plates and tow bar, you will also need safety cables (if your tow bar does not already have them) a wiring solution so the taillights of your towed vehicle work in tandem with the RV and a supplemental braking system.
From my online research, I was unable to positively determine if the Accord is capable of being flat towed. I would recommend consulting your Honda dealer or the owners manual for details.
I have linked you to some FAQ articles about flat towing that you might find helpful. The articles will run you through the various wiring and supplemental braking options available.
