Detailed instructions on removing the front fascia on the 2007 Saturn Outlook are included in the instructions of the Demco base plates, part # DM9518209, that I've linked. There are also pictures to provide additional detail.
In addition to the base plates you will also need a compatible tow bar. The most popular compatible option is the Commander, # DM9511012. This tow bar also comes with another item you will need; safety cables.
Next you will need a lighting solution. For infrequent use I recommend a magnetic kit like # RM-2120. But for a more permanent solution I recommend kit # RM-154. You will also need fuse bypass # RM-76517.
And finally, most states now require a supplemental braking system on the vehicle being flat towed. The easiest to set up and use are the portable systems like the Blue Ox Patriot # BLU37TR. This is a proportional system that applies the Outlook's brakes in proportion to how much the tow vehicle is braking. This reduces wear and tear on both vehicles and is the safest way to stop.
Be sure to consult the vehicle owners manual in the recreational towing section for more specific information on flat towing your Outlook. I have included some additional helpful links to our FAQ articles on flat towing for you.
