The Curt Adjustable Trailer Hitch Receiver - 18"-51" Wide - 2" Drop - Class III - 2" Item # C13701 is an adjustable trailer hitch for different frame spans. It fits between frame rails from 18" up to 51", has a 500lb maximum tongue weight and a 5000lb GTW. This hitch can also be used with weight distribution. I suggest taking a measurement from the inside of one frame rail to the inside of the other on your 1999 International. As long as you are with in the 18" - 51" range it would fit. This hitch can be welded on or bolted and comes with the hardware.
