Time to Install Curt Class I Hitch on 2017 Honda HR-V
Question:
I am just looking for a ball park amount for hitch installation considering the fact that from the video it looks like a quick job.

We estimate that a professional should be able to install the Curt #C11416 Class I hitch in 30 minutes to an hour, tops. What you're charged will depend on the hourly labor rate of the shop you use, so if you call around to a couple of shops you trust, they should be willing to tell you their hourly labor rate and from that you can get an approximation of what they'd charge you.
I've linked to installation instructions as well as a video showing the hitch being installed on a 2018 Honda HR-V. Take a look at both, the installation is really pretty straightforward. It might be something you can do yourself. Really the only specialty tool you'd need is a torque wrench which you might be able to borrow from a friend. Some auto parts stores will let you borrow tools if you leave a deposit, so you might be able to go that route.
