The Curt Class III hitch part # 13534 that you referenced is the way to go for your 2013 Toyota Highlander as it will allow you to keep your full size spare and will do a great job carrying a hitch mounted bike rack like you are interested in. For a bike rack the Hollywood Trail Rider part # HR200Z is a really great and solid bike rack at a decent price if you are still weighing your options there.
