You can't go wrong with a rack from Hollywood Racks. They built their racks to be very durable, with the features that folks are looking for without the top tier price.
The Hollywood Racks # HLY74FR Sport Rider SE is a great choice, it's designed for bikes with tires up to 5 inches wide. The rack has an 80 lb/bike capacity, which is more than enough for the typical E-bike. Probably the best feature of the rack is its ability to tilt rearward with the bikes in place for easy access to the vehicle cargo area.
If you don't have an electric bike, I'd recommend the Curt 2 Bike Platform Rack - 1-1/4" and 2" Hitches - Frame Mount - Tilting # C18085 which also has the tilt-way feature.
Both bike racks feature locking frame hooks to secure the bikes to the rack. A locking hitch pin is included, and all three racks feature an anti-rattle knob that prevents the rack from moving around in the receiver tube.
Both racks I recommended above would work perfectly with the Draw-Tite # 76227 hitch.
