Will this allow the hatch of my 2014 kia soul to open?

Yes, the hatch of your 2014 Kia Soul will definitely still be able to open with the Reese Solo Cargo Carrier for 2" Hitches item # PS1040100 installed; the hatch is up quite a bit higher than where the cargo carrier will be when it is installed in a hitch so there will be no interference whatsoever.
This cargo carrier will only work on a 2" trailer hitch receiver, and the only one of those that fits your 2014 Kia Soul is the EcoHitch Hidden Trailer Hitch Receiver item # 306-X7326. As you can see in the accompanying photo of the hitch installed on a Soul, the concealed nature of the hitch means your Kia will maintain a clean look.

If you are planning on towing you will also need a wiring harness item # 118637 and a ball mount kit item # C45534.
