According to my research, manual transmission equipped models of the 2020 Chevy Spark are indeed capable of being flat towed. Automatic transmission equipped vehicles would need to be dolly towed, using a tow dolly like # RM-2050-1.
If your Spark has a manual transmission, you'd need a tow bar like the Roadmaster # RM-522 Falcon 2 All Terrain Tow Bar that you looked at, a base plate kit, safety cables, a wiring harness to connect to the motorhome, a supplemental braking system and possible a high/low adapter.
For a base plate, if you have the LT model, use # RM-523202-5. For an LS model, use # RM-523197-5. For a wiring harness, use # RM-152-LED-7. This system uses an additional bulb that installs in each taillight assembly which allows the flat towing wiring system to remain completely independent of the rest of the vehicle, which keeps it protected from short circuits and other possible mishaps. You'll also need a # RM-766 battery disconnect. For a braking system, I'd recommend the Roadmaster # RM-8700 Invisibrake. This system permanently installs in the vehicle, so when you're ready to flat tow the vehicle, there is minimal preparation. A # RM-751480 stop lamp switch is also needed. When installed, the base plates sit about 14 inches off the ground. For safety, the towbar needs to be within 3 inches of level, plus or minus. If it's outside of that range, a high/low adapter will be needed. I'll link you to our selection of high/low adapters.
