The type of sway you described is actually caused by the location of the cargo in the trailer and can't be resolved with a weight distribution system. What you need to do is move cargo weight as far forward in the trailer as you can to increase the tongue weight and the sway should stop.

A WD system is great at stopping and preventing sway that occurs from heavy wind gusts but it will not compensate for a cargo loading issue.
