Remove the bolts or screws holding the existing 7-way trailer connector to its bracket, and locate the connector plugged into the rear of the 7-way. Find the red locking tab on the connector, and slide it to the side and pull the connector away from the 7-way plug. The plugs on the # C55381 would plug inline, so plug one end into the harness you unplugged and the other into the back of the 7-way. Be sure to slide those locking tabs back into place. Then, reattach the 7-way to its bracket.
The harness doesn't include a mounting bracket, which is sold separately as part # 18144. If there's an available spot on the underside of the bumper to secure the bracket, you're good to go (don't screw the bracket into the hitch). If there isn't a good spot, you can get a No-Drill mount like # 18140 that would attach to the hitch crossbar without damaging it.
Keep in mind, the Curt # C55381 is only compatible with Liberty models that have the factory installed 7-way trailer connectors. If your Liberty doesn't already have a trailer connector, you'd use # C55382. This wiring harness will install by connecting inline with the connections behind your taillight assemblies, where the factory taillight harnesses plug into the the taillight assemblies. You could use the same mounting system I mentioned above if you wish. I provided you with a link showing the # C55382 being installed on a 2006 Liberty like yours.
