Cargo Carrier and Light Kit for Class I Trailer Hitch on 2015 Fiat 500

Got a few questions... When getting the Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4inch Item # C11363: - Can I use a Class II like the 20x47 Reese Cargo Carrier for 1-1/4inch Hitches - Steel - 300 lbs Item # 63155 if respecting the 200 lbs tongue weight? - Does the 200 lbs tongue weight means this can be loaded up that much? - Whats the weight of the cargo item # C11363? - Whats the appropriate light kit and does it near to have wiring installed by a specialist? - If cargo covers plate do I need to relocate the plate? Is there a tarp/cover that can be used with the cargo item to protect items from rain? - Do you have any authorized installer within or near zip 11201? Thanks in advance for the info

Those are good questions and with a Class I trailer hitch like the Curt Trailer Hitch # C11363 that fits your 2015 Fiat 500 you do need to use a Class I compatible accessory like a cargo carrier. That means could use the Class II Reese cargo carrier you mentioned, but it wasn't designed for it. There is a very similar carrier which will work. Also, to answer your question about the weight of the hitch, it is about 25 lbs.
The Curt Cargo Carrier # C18110 is compatible with a Class I hitch and is , giving you a full 47" x 19". Though it does have a 300 lb capacity, you will need to abide by the 200 lbs tongue weight of the Draw-Tite hitch, which means the total amount the Curt carrier and its cargo can weigh is 200 lbs. This carrier weighs 30 pounds and the Pin and Clip are included. You might consider the etrailer Hitch Receiver Lock # e98880 to lock it to your hitch help protect your investment.
If the cargo covers your plate you may need to relocate it but the hitch sits quite low on a '15 Fiat 500, as you can see in the accompanying photo of the hitch on a Fiat so it is unlikely to interfere. In regards to the light kit for the Surco carrier you will need the Cargo Carrier Light Kit # 52014, and to plug this kit in you will need a 4-way on your Fiat, the Vehicle Wiring Harness # C56174.
There is not a tarp or cover for a cargo carrier because there is no way to secure them so what people do in order to keep their gear dry is use the etrailer Cargo Bag # e98990 which has 6 tie downs to secure the bag to the cargo carrier.
