We can help you with the components needed to flat tow your 1998 Dodge Ram 1500 4x4.
Starting with base plates, we do offer a Demco option, part # DM9517085, that will work with their Excali-Bar II Tow Bar # Demco Excali-Bar III Non-Binding Tow Bar - Victory Series - RV Mount - 2" Hitch - 10,500 lbs
Item # DM9511013 that you referenced. For lighting you can use the bulb and socket kit # RM-155 which avoids you having to cut and splice the vehicle wiring. For a braking system the easiest system to set up is the Even Brake proportional system # RM-9400 that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles. You might also need a high-low hitch adapter like # RM-048-6 and the linked article will help you select the correct one to keep the tow bar level.
A complete owner's manual for your 1998 Dodge Ram 1500 4x4 is not available online so I could not absolutely confirm whether Dodge says the automatic transmission model can be flat towed. I suggest checking your printed manual's index under the heading "Towing" and looking for the term 'recreational towing'. The manual will also tell you any needed preparation steps to be taken before each trip.
If the truck cannot be flat towed it may still be towable using a tow dolly like the Demco Kar Kaddy # DM9713045.
