You do need the running lights for night time driving or you can receive a ticket. The running lights on your utility trailer can be checked using a circuit tester like # PTW2993. This will allow you to check the trailer connector on your tow vehicle for that running light power. Then you can clean that connection if needed and then check the wiring on your trailer corresponding to that pin. It is likely there is a ground connection issue or a wire short causing your lights not to function correctly. Check the power in the wire and the ground connection at each light. Often the ground is through the mounting hardware and the connection needs to be metal to metal and free of corrosion or debris. A little sand paper will ensure the connections are good.
I've attached an article to assist.
