I have a 2000 f-250 short bed that I would like to put a fifth wheel hitch in but I have a tool box with a fuel tank under that can I still install the hitch?

From the tailgate of your truck, to the edge of the rail closest to your cab, it will measure 56-3/8 inches. As long as you have that measurement and as long as the king pin rides above the tool box, you should not have any problem.

Yes the Reese fifth wheel rail kit part #RP56005-53 that you referenced does fit with the Andersen Ultimate Fifth Wheel Connection #AM3200 as it provides the rails the Andersen is designed to work with.
