Can Class II Cargo Carrier Be Used with Class I Trailer Hitch

Can I use this using a Class one hitch if I keep the load below 200 lbs?

You can use the Reese 20x47 Cargo Carrier # 63155 with a Class I or Class II trailer hitch on your 2008 Toyota Prius.
As you mentioned, you will still need to stay under the hitch's 200 pound tongue weight capacity of your hitch. I also recommend finding the tongue weight limit on the vehicle itself, which should be listed in the owner's manual. You will need to adhere to whichever limit is lower, the vehicle's or the hitch's.
Please also keep in mind that the weight of the carrier itself will be factored into the total tongue weight. The Reese # 63155 weighs about 43 pounds so you will only be able to load up about 157 pounds of cargo weight.
