Yes, you can install the Draw-Tite Ultra Frame Service Body Trailer Hitch # 41990 upside down. I spoke with my contact at Draw-Tite and he said that the top and bottom portions of the crosstube are identical in terms of construction/steel thickness so this won't be an issue at all.

You will just want to make sure that with it mounted in this orientation on your vehicle that you will still have access to the safety chain loops so you can easily attach the chains.
