Dexter Electric Drum Brake Set # 23-26-27 that you referenced does fit a 10 x 2-1/4-inch hub and it does use a 4-bolt pattern to mount to the brake flange on the spindle. The bolt pattern spacing is 2-7/8-inches apart on centers.
The photo I linked for you will show you how to measure your hub dimensions to ensure they match the brakes. These manual adjust brakes are rated for a 3500-lb axle and they are compatible with trailer rims from 13- to 15-inches in diameter. The brakes are labeled for the left and right sides of the trailer.
Installing the brakes will require 10-gauge wiring like # 10-2-1, butt connectors like # DW05745-5 and a junction box like # HS381-9000 which has a U.S. standard RV 7-way connector.
