The general rule of thumb is that if the trailer comes with brakes then you need to add a brake controller in your tow vehicle (2010 Honda Odyssey) to utilize them. Another great source to reference about this is your owner's manual. When I looked up the online version of your owner's manual on page 408 it says that Honda recommends using brakes for any trailer that will have a total weight of at least 1,000 lbs.
If you are getting a 16' Scamp trailer that comes with brakes then I recommend using the Curt Echo # C51180 to utilize the brakes. This is a wireless controller that doesn't require any installation on your Odyssey or your trailer. Simply plug it in, download the app to your Apple or Android device, then pair it via Bluetooth.
A review video of this controller has been linked for you to check out. If your Scamp trailer doesn't have brakes just let me know and I can help you outfit it so that you can safely tow.
