The Trailer Hitch Cover, # CR-007F, does come with a 4-Way connector that will plug into a 4-Way flat receptacle on the 2009 Ford Explorer. If your Explorer did not come with a trailer connector you would first need to add one using # 119178KIT. I have included a link to the installation details for the wiring harness.
If your Explorer came with a 7-Way trailer connector but no 4-Way connector, you would need to use an adapter like # PK12716, to convert the 7-Way to a 4-Way for the lighted hitch cover.
