If you have adjusted your Dexter Electric Trailer Brake Kit # 23-26-27 properly and you are getting no braking power with your override manual while your trailer is connected to your tow vehicle then I would start off by checking your 7-Way connectors for any corrosion or debris.

If those look good the next step would be to determine if the brake controller signal is actually getting to the trailer or not. Using a circuit tester like part # PTW2991 test the pin in the 5 o'clock position while someone uses the manual override when your brake controller is set to max. If you get power then the problem is on your trailer, if you don't get power then the problem is on your tow vehicle.

For your trailer simply inspect the wire that carries the brake controller signal and look for any places where it is damaged or pinched while fixing or replacing accordingly.

For the tow vehicle you will want to cut the wire that goes from your brake controller to your 7-Way about 6" back from the controller. Test it again and if you get power then the wiring on your tow vehicle is damaged (use method above trailer method to repair) but if you don't get power you need to test the signal input for your brake controller. If this is getting signal when you need to replace your brake controller.
