I can definitely see where the terms are confusing. When we talk about keeping the Prodigy P3 # 90195 level we mean from left-to-right if you are looking at it straight-on. It can rotate a full 360 degrees just as long as it is lined up with the direction of travel. I have attached a picture demonstration this that should help make things a bit clearer.
Typically the proportional brake controllers need to be level in this manner to operate properly as the internal inertia sensor needs to be able to determine the direction of travel. Time-delayed brake controllers don't have to rely on the speed of the vehicle to know how much braking power to send to the trailer which is why they can usually be installed in just about any orientation.
We actually do have a few brake controllers like the Redarc Tow-Pro Elite # RED44FR which can be installed in any orientation and can be adjusted for proportional OR time-delayed braking depending on the terrain and towing situation.
The adapter part # 3024-P that you referenced is the correct adapter that you would need to install the P3 or the Tow-Pro Elite on your 2016 Ram 2500. Review videos of both have been linked for you to check out.
