What Determines the Speed Rating of a Trailer

What dictates trailer speed ratings? The tires? If I purchased a trailer with a speed rating of 45 mph, can I upgrade the tires and safely drive at higher speeds?

Yes, typically the tires are what dictate the speed rating. For example, the Kenda 4.80/4.00-8 Bias Trailer Tire # AM30020 has a speed rating of 65 mph so in theory this would raise the speed rating of your trailer.

I recommend checking with the trailer manufacturer to ensure that there are no other components on your trailer that would be a limiting factor when it comes to the speed rating.
