Correct Sway Control Bracket Mounting Location for Curt TruTrack Weight Distribution System
Question:
Can the brackets be located 28.5inch to 29inch from the ball and work correctly? Also, I have a 2018 dodge durango with v8 and factory tow package my trailer has a tongue weight of 550 to 650 pounds depending upon fresh water load and a gvw of 5800 pounds. Is the c17499 the correct part number?

The ideal location for mounting the sway control brackets on the Curt TruTrack Weight Distribution System # C17499 that you referenced is around 28 inches from the hitch ball. There is a little wiggle room with this particular system, so you will have no issue installing them 28-1/2 to 29 inches back from the ball.
When determining if a weight distribution system is properly rated for your setup, the most important factor to consider is your total tongue weight. This number includes both the loaded tongue weight of the trailer (as if loaded and ready for a trip), along with any added cargo behind the rear axle of your Durango. This number should fall comfortably within the operating range for the system you choose.
The Curt TruTrack # C17499 features a tongue weight capacity of 500 to 800 pounds. If the 550 to 650 pound tongue weight you mentioned for your trailer is with everything loaded, then this system should work perfectly. Its capacity range does still give you a good amount of room to work with when factoring in any additional weight from behind the rear axle of the vehicle.
The only thing you will need to add to this system is a compatible hitch ball like the 2 inch # A-90 or the 2-5/16 inch # 19286. I have attached a short video demonstration on this system that you can also check out.
