I noticed the Eco-Hitch notes no drilling required, but the comparable Draw-Tite model does not have the same designation. Can you confirm what drill is required on the Draw-Tite hitch for a Subaru Outback installation?

Actually, there is no drilling required to install Draw-Tite hitch # 76227 on a 2016 Subaru Outback. I have linked the instructions for you to see the steps for installation. No drilling is mentioned and a drill is not in the required list of tools. So that is good news!
