Solution to Carry Cargo Carrier While Towing Trailer
Question:
is there a cargo basket that fits a 2 inch hitch, and also allows attachment of a ball to tow a trailer? the cargo basket would act like an extended hitch. truck, 2 inch hitch, cargo basket, and then 2 inch receiver to attach a ball?

We have a similar solution that would work well, but it's not exactly what you mentioned. What you'd want is the part # D210 which gives you a ball mount that has a hitch opening above it so that you can mount a cargo carrier like the Curt # C18151 in the opening and then tow a trailer with the ball mount below.
Other option is the Cargo Carrier Bunk for A-Frame Trailers # CC-255 which attaches to the a-frame of a trailer and gives a platform that you could put cargo on. I attached a couple pictures that show how these work.
