Availability of Lightweight Cargo Carrier with Great Quality
Question:
Looking for an aluminum hitch carrier with a raised shaft? Any quality ones on the market, preferably made in the USA?

I do have a solution for you but unfortunately none of our aluminum cargo carriers have a rise in the shank like what you are looking for.
The 20x47 Pro Series Cargo Carrier # 63155 is a steel carrier with a 300 lb weight limit that is compatible with 1-1/4" trailer hitches. It features a shank with a 3" rise and weighs in under 40 lbs.
If you have a 2" trailer hitch then the 24x60 Pro Series Cargo Carrier # 63153 is my other recommendation. It is rated for 500 lbs and has a 5" rise in the shank.
Neither of these carriers are made in the USA but they are great quality which is reflected in the positive customer reviews. I encourage you to take a look at them to see what customers have to say.
Please note that even though these carriers have weigh ratings or 300lbs and 500 lbs your trailer hitch and/or vehicle may not be rated to carry that much weight. Check the weight ratings of your trailer hitch and your vehicle and use the lower rating as your limiting factor.
I have attached review videos for both carriers for you to check out.
