In order to carry 2 bikes on your 2013 Toyota Prius c, one of which is a 57 pound electric bike, you will need to install a trailer hitch and use a hitch mounted bike rack. The Saris Freedom, # SA4412B, is a hitch mounted bike rack, it is compatible with the available trailer hitches for your Prius c, and it has a 60 pound per bike capacity. All this makes it a great option for you.
For a trailer hitch use Curt hitch # C11484. This hitch can support up to 200 pounds suspended from the receiver. That means the combined weight of the bike rack itself plus the bikes cannot exceed 200 pounds. The Freedom bike rack weighs 22-1/2 pounds. That plus the 57 pound e-bike totals 79-1/2 pounds so even with a second bike you will be well within the capacity of the hitch.
I have linked a video review of the bike rack for you.
