As long as your 1994 Dodge Van B-Series features the standard bumper, I recommend the Draw-Tite Class III Max-Frame Trailer Hitch Receiver # 75140. This Class III hitch is custom-fit for this vehicle, which means it will use existing holes in its frame for a no-drill installation. It features a tongue weight capacity of 500 pounds and a towing weight capacity of 5,000 pounds. I highly recommend checking your copy of the owner's manual to verify the vehicle's towing capacity, as you will need to follow whichever limit is lower. Based on my research, it looks like the van's capacity can range between 2,000 pounds and 3,100 pounds, depending on factory components.
I have attached the written installation instructions that you can take a look at.
Since it sounds like you will be doing towing, I recommend the Curt Powered Tail Light Converter with 4-Pole Flat Trailer Connector # C59236 to install a 4-Way trailer connector. This custom harness will install by connecting directly to the built-in ports located under the vehicle on the passenger side. The 4-Way will power the trailer's basic signal lights.
To tow a trailer, you will also need a ball mount and hitch ball. I have attached a great article that explains how to choose the right one for your setup, along with a link that will take you to our available selection. I have also included a couple articles on trailer towing that you might find helpful.
