I looked up the owner's manual for your 2008 Nissan Rogue and found that the max Tongue Weight (TW) that your vehicle can handle (found on page 9-20) is 150 lbs. Because of this you will want to use a small trailer to tow your 180 lb snowblower. As far as any legal issues regarding permits or licensing you will need to check with your local DOT.
To get your Rogue ready for towing you will need a trailer hitch, ball mount, hitch ball, and trailer light wiring.
I recommend going with the Draw-Tite Max-Frame Trailer Hitch Receiver # 75902 for the trailer hitch. This is a Class III trailer hitch with a 2" receiver. It has a Gross Trailer Weight (GTW) rating of 3,500 lbs and a max Tongue Weight (TW) rating of 350 lbs (although you will be limited to the 150 lb TW).
A popular ball mount that you may be interested in is the Curt Class III Ball Mount with 2" Ball - 2" Drop # C45036 which also includes a hitch pin and clip. You will want to check out the attached article to make sure that this option is correct for your towing application by looking at the linked ball mount article.
For wiring I recommend going with the Tekonsha T-One # 118480 which fits all models of the Rogue except the Krom. This is an easy plug-in option that will equip your Rogue with a 4-Way flat connector for the basic lighting functions on your trailer.
Installation videos have been attached for you to reference as well.
Be sure to check your owner's manual for any specific instructions for towing.
