I may have a base plate kit for your 2013 Jeep Wrangler Unlimited but the Blue Ox Alpha Tow Bar part # BX7380 does not include a base plate kit. The tow bar is compatible with both Blue Ox and Roadmaster base plates though you would need an adapter in order to use a Blue Ox tow bar with a Roadmaster base plate kit. In order to recommend a base plate kit compatible with this tow bar, I would need to know what bumper you have on your Jeep. Once provided I would be glad to offer my recommendation for you.
The triple lug fork brackets on the end of the tow bar are not designed to be used with the factory Jeep D-rings. If you have these d-rings on your Jeep you would want use part # RM-035-1 if you have 1" thick rings, part # RM-035 if you have 3/4" thick rings and if you have 1/2" thick rings then you would not be able to use them for towing. For a towbar compatible with these adapters you would want to use the Roadmaster Sterling All Terrain part # RM-576.
To complete your flat towing setup you will also need a set of safety cables if the tow bar you choose does not already have them, tow bar wiring, a supplemental braking system, and possible high-low adapter. If you would like for me to recommend any of these items for you please let me know and I would be glad to do so.
