To flat tow your 1988 Jeep Cherokee behind an RV you will need 5 items. First, you will need base plates. The Roadmaster Standard Base Plates, # 1401-1, that you have referenced is a good choice.
Next, you will need a compatible tow bar. There are a few options but the most popular is the Falcon 2, # RM-520. I have included a link to the installation details and a video review of this tow bar for you to view.
Third, you will need safety cables. I recommend the RoadMaster 68 Inch Single Hook, Coiled Safety Cables, # RM-643. They have a 6,000 pound capacity which should be more than enough for your Cherokee.
The next item needed is lighting. There are a couple of ways to add lights depending on how often you plan to tow the Jeep. If you plan on infrequent towing, I recommend a magnetic light it, # RM-2120. If you plan on towing it frequently then it would be best to wire the Jeep with diodes using Roadmaster Universal Hy-Power Diode Wiring Kit, # RM-154. Last but not least, most states now require a supplemental braking system in the vehicle being towed. The easiest system to install and use is the Even Brake Portable Proportional Braking System, # RM-9400. Not only is a braking system a good safety addition, but it will also reduce wear and tear on the RV and vehicle.
