I have a possible solution that will allow you to mount a trailer wiring harness 4-Way on the outside of your 2017 Subaru Outback instead of running the wiring through the hatch. On the vehicle remove the flooring in the cargo area beyond what the trailer wiring harness instructions call for. Basically you need to get down to the metal of the cargo area floor.
Then look for a grommet through which you can route the 4-Way end of the wiring harness through. If no grommet exists you could use a hole saw to make a hole and then find a grommet locally to fit in the hole after the wiring is run through. Just be careful not to drill through anything on the other side of the floor!
For a trailer wiring harness you can use # 118467 to add a 4-Way flat connector to the rear of the vehicle. For a mounting bracket you can use # 18140 with # 18144 to attach the connector to the hitch.
