The best cargo carrier solution for your 2008 Jeep Wrangler is going to be a hitch-mounted tray-style cargo carrier that puts the cargo weight load on the Jeep's frame, its strongest part. Jeep roofs are not rated for cargo.
Since your Jeep could be fitted with either a 1-1/4-inch Class II hitch or a 2-inch Class III type you'll want to confirm which you have. You can refer to the linked article. I also included two articles that will help you select a carrier that fits well at the back of the Jeep and that has the weight capacity you need for your cargo.
For a 1-1/4-inch Class II hitch I suggest the Pro Series # 63155 or for a 2-inch hitch the higher-capacity # C18151. Be sure that the combined weight of your chosen carrier and the cargo does not exceed either the hitch tongue weight rating or the Jeep's.
