Diagnosing Why Passenger Side Wheels are Locked Up on Hydraulic Braking Trailer
Question:
The back wheels on the right side looking forward are locked up

Based on the link you asked the question from, I assume you have hydraulic brakes on your trailer. The first thing I would check is the break away cable and assembly to see if it is engaged or partially engaged. If that isn't the issue, I'd then check the actual brake lines to see where the line separates from the left side (that is seemingly working correctly) for any obvious issues like kinks or pinched line.
If the left side is working correctly, I'd bleed the lines and see if that solves the problem. If not, there may be an issue at a connection point and you'll need to check each fitting. Another possibility is that the wheel cylinder on the passenger side brake assembly could be bad. To check this, disconnect the brake line from that brake assembly, take off the hub and see if the wheel cylinder is still engaged. If the left side is working, the master cylinder in the brake actuator is most likely functional.
