It sounds like you have a 7-way trailer socket on your 2008 Saab 9-7X that has no signals on the 12V charging circuit nor on the brake controller output circuit. If you refer to the linked photo you'll see the usual pin/function assignments typically found on an RV-style 7-way. Often the 12V trailer power circuit is carried on the pin at the 1-o-clock position and the brake controller output is carried on the pin at the 5-o-clock position.
The most common causes for an issue like this are blown/missing fuses or corrosion on or in the vehicle socket. Even slight greenish or whitish discoloration on the metal contacts can indicate corrosion that could interfere with signal transmission. Inspect the exposed contacts and clean as needed using an electrical contact cleaner. Also the wiring leading to that connector can be checked for damage like cracked or worn insulation (that could cause a short that would blow your fuses).
If you have a circuit tester like # PTW2993 you can test the connector's contacts and also the wires leading into it to see if the signals are making it that far. If neither the socket nor the wiring connected to it carries these signals then it is more likely that fuses are the issue.
