I have a new 2016 covered wagon enclosed cargo trailer that dont have electric brakes can I install electric brakes

You'll want to confirm the axle weight rating and the brake mounting flange hole pattern. These things will let you select brakes with the right capacity and that will bolt up to your flanges.
For example, if you have a 3500-lb-rated axle and 4-hole brake flanges you might use a 10 x 2-1/4-inch brake like # AKEBRK-35L (left) and # AKEBRK-35R (right). Always choose a left and right brake each axle. These brakes with 13-, 14- and 15-inch wheels.
