On the short bed trucks like your 2016 Chevy Silverado 3500 I recommend 2 things: an underbed mount hitch and the slider with the most travel you can get.
For that I have just the thing; the Companion # BWRVK3400-5W. This hitch is rated for 20K and can travel 12 inches for more clearance. And for an installation kit use # BWGNRK1016-5W. The great thing about this kit is that it is also a gooseneck hitch should the need ever arise. When the hitch is removed the bed will be free of any rails taking up space.
If you want to go with above the bed rails I always recommend a custom kit because there is much less drilling required and they don't take as long to install as universal kits. For your truck I recommend Reese custom kit # RP50066-58.
For a hitch that will fit these rails and work with the Trailair pin box I recommend the Reese Select Plus 20K # RP30083. This hitch has a single hook premium jaw, 12 inches of travel, and floating head for easier hookup. But, it does not slide automatically. I have linked a video of this hitch as well.
