There are a couple of options for Class III trailer hitches that will fit with the 16 inch spare tire on your 2000 Ford Explorer and you will not have to make any modifications to make them fit. I spoke with my contact at Draw-Tite and he stated that the Draw-Tite Trailer Hitch, # 75096, will fit. This hitch has the same weight capacities as the hitch you have referenced (5,000 pounds gross trailer weight and 500 pounds tongue weight capacity). I have included a link to the installation details below.
I also spoke with my contact at Curt and she stated that trailer hitch # 13540 is rated for use with the 16 inch spare tire on your Explorer. This hitch has a gross trailer weight capacity of 4,000 pounds and a tongue weight capacity of 400 pounds. I have included its installation instructions as well.
The reason the Draw-Tite Trailer Hitch, # 75083, will not fit on a 2000 Ford Explorer with the 16 inch spare tire is because with the tire in place, there is just not enough room for the hitch to fit around it. Apart from using a smaller spare tire, there are no modifications that can be made to make the 75083 hitch fit around the 16 inch spare.
