How to Temporary Disable Trailer Breakaway System so Trailer Can Get to Mechanic to Fix Short

How can I release the safety brakes on the trailer so I can drive it to a mechanic for repair?

Sounds like the breakaway pin of your system has been pulled or the wires on either side of the switch are shorting out to each other which is causing the brakes of the trailer to apply.
If you are looking for a way to get the trailer to your mechanic so that he can repair the short you could remove the battery of the breakaway system so that it would stop activating the brakes. This HAS to be a temporary solution so that you can cautiously get the trailer to your mechanic though. Take extra care to make sure that your trailer is securely attached to your tow vehicle.
