To install the Diversi-Tech Replacement Locking Cylinders, # DTLBM02RK, on a locking Diversi-Tech ball mount, the opening to get to the set screw is located under the warning label that is on the top of the hitch.
I called the supplier (Diversi-Tech) and they recommended when installing the replacement locks to first put some air tool oil in the hole where the set screw is located and let set for awhile. This will help break up the threadlock that secures the set screw in the ballmount.
Then you should be able to remove the set screw and install the replacement locks. You might want to put a very small amount of some threadlock on the set screw when installing.
