If the LED light on your Tekonsha Voyager brake controller # 39510 does not come on at all then this could mean that the unit is not getting 12V power. If you mean the light does not change color from green to yellow to red as you apply the manual override then this could mean the unit is not adjusted correctly or that your trailer connectors might be corroded or dirty.
It is possible that badly corroded trailer sockets/plugs could be the cause of the problem. If the socket on the tow vehicle and/or the plug on the trailer is corroded this could cause a short or bridging of two separate circuits. Such a condition could result in both the controller not "seeing" the connected trailer and the 12V power circuit for the trailer being bridged to the brake circuit. This would explain both of the issues you describe.
Carefully inspect the condition of both vehicle and trailer connectors. Check the interior of the connectors too if this is possible as corrosion can creep into the interior and bridge two circuits that way. Clean with a spray-on contact cleaner and nylon brush as needed or replace if they are in bad shape.
You can also test the controller itself using a circuit tester like # PTW2993. Apply the tester to the red wire leading into the controller. This wire carries the brake light signal that tells the unit to send a brake signal to the trailer. This wire should carry a signal only when you step on the brake. Next you can test the blue wire at the controller. This wire carries the brake signal for the trailer brakes. You should detect a signal on the blue wire when you press the manual override lever. If this is what you find when you test, then the controller is probably okay.
Please let me know the results of your testing and I will be glad to offer additional help. You may also want to review the linked article on brake controller troubleshooting.
