Nissan didn't start offering the tow package with the brake controller plug under the dash until the 2005 model year. In order to install your bake controller, you'll need to hardwire your brake controller using our Installation Kit, part # ETBC7.
The ETBC7 includes everything needed to install a brake controller on your vehicle, but you'll need a functional 4-pole trailer connector. If you don't have a 4-pole, you'll need to install one using part # 118362. The kit includes an adapter to convert the 4-pole into a 7-way, and all the necessary wire, hardware and circuit breakers. I'll link you to the installation instructions, as well as to an install video showing the kit being installed on a similar truck.
The brake controller you referenced, the # 39523 is equipped with a plug on the end of its wiring harness. Since you'll be hardwiring the controller into the vehicle, you can either cut off the plug or use a quick disconnect like part # 20127.
