We do have hitch extenders that you could possibly use to help get your bike rack out past your rear spare but the best solution is the trailer hitch part # e98856 instead of the # 13432 as this hitch has a longer hitch tube which puts the hitch accessory out further on the rear of the Jeep for better clearance. Sonds like the problem is the trailer wiring kit part # C56407 that you referenced. Typically when this happens if you unplug and replug the connectors of the kit back in the circuit will make the appropriate contact and the circuit will come back on.

Typically this problem is caused by corrosion or dirt on the trailer wiring pins. I'd first try cleaning all of the pins of the 7-way with sandpaper and make sure none of them are bent or damaged. Other place to check is fuses under the hood of the vehicle if the wiring is OEM. You can also check to make sure the wiring behind the connector isn't damaged.

I do have a solution for you to mount two kayaks, however a Hullavator must be mounted on a crossbar that extends 4 - 8 inches beyond the crossbar foot at the roof's edge. It will not mount to the Pioneer Platform. I cannot tell you the exact "influencer" as you referred to it as but while the vehicle is setup for flat-towing, the brake light switch will shut off after 10 minutes of inactivity. If you open or close the door that will then wake the vehicle up but as you will not be opening and closing the door while in tow you will need to use the Roadmaster Stop Light Switch Kit part # RM-751490 in order for a supplemental braking system to function properly on your 2018 Jeep JL Wrangler.
