Typically when what you described happens it's because the 12 volt power circuit is shorting out to those circuits. If you paid someone recently to install the 7-way I would take the vehicle back and have them fix it.

What you describe is a fairly common occurrence. The spot where the hitch sits on the vehicle does not vary from Grand Caravans of the same model year. You might need to check the power wire connection on wiring harness # C56331. Make sure it is connected to the positive battery terminal and not to any other power source such as the alternator.
