It sounds to me like you have the red wire coming from the Tekonsha Voyager, # 39510, connected to the wrong wire under your dash. The red wire needs to connect to the cold side of the brake light switch which will only show power when the brake pedal is pressed. Use a circuit tester like # PTW2993. This causes your trailer brakes to engage when the pedal is pressed, and not all the time.

It sounds like the connection between the brake controller and the 7-way trailer connector is not completed.
Although it sounds like you have the harness pinned out correctly, compare your plug pin-out to the diagram I produced for you.
Take a look at the FAQ page I have linked to, step 2, photo D and E. The blue wire shown might not be connected to the 7-way connector at the rear of the vehicle. You might need to attach a length of 10 gauge wire (part # 10-1-1) to that blue wire and... view full answer...
