Since the carriage bolts used to secure the Curt Trailer Hitch Receiver # C13382 use space blocks to keep them from just spinning the frame of your 2021 Subaru Crosstrek it does not change anything if you open up the most forward hole like shown in the installation video. Since the hole does not need to be opened up much you are not losing structural integrity.

Yes, you can drill new holes in your Thule Frontier Cargo Box in order to clear the rear hatch on your 2018 Subaru Outback Wagon. I also recommend using part # LT37467 to cover up the old holes so water doesn't get in. The only thing you need to be aware of when drilling new holes is how you load the cargo box. The cold side of the brake light switch on a 2017 Subaru Crosstrek should be a brown/white wire. That said, you will need to test to confirm which entails probing each of the wires at the brake pedal with a circuit tester until you find the one that only has power when the brake pedal is depressed. A trailer jack is not made to allow you to bolt a different wheel and tire to it. Typically, a replacement wheel is going to be specific to the jack, and the same size as the current wheel. The design just won't allow for it, you wouldn't have enough clearance.

Due to the way the trunk-mounted bike racks such as the Yakima FullBack # Y02634 attach you cannot open the hatch of a vehicle such as your 2018 Subaru Outback with the rack mounted; doing so could damage the vehicle or the rack, particularly because the weight of the rack could make the hatch unexpectedly close after you have it up so you definitely need to remove it prior to opening your Subaru's hatch.

The T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118467 has the connection to the factory wiring to give you the connection in the rear cargo area of your vehicle. I recommend using the wiring connection and the ModuLite and then tapping into the 4-way wiring for your lighted reflectors. This will protect your factory wiring and allow you to unplug your modification as well.

The Draw-Tite Max-Frame Trailer Hitch Receiver part # 76182 will use the same mounting holes as the Draw-Tite Trailer Hitch Receiver part # 36523. However, you cannot use the same fasteners that you have now as they are different sizes (1/2" vs 7/16") and the fasteners are torque to yield which means they must be discarded after the initial torque.
